Congress creates legislation and bills weekly. Although the two sides are not talking currently, many will be surprised by what some members of Congress have come up with in the recently. Last year, a bill was put forth for the ‘Federal Emergency Management Agency (FEMA), to prepare for mass causalities throughout the country. The amendment to the Homeland Security Act of 2002 mandates FEMA to immediately conduct “mass fatality plans,” for any major event or series of events that may kill a large part of the American population.
